Why does Homeland Security need “up to” 650-750 million bullets?

Could it be nothing more than a routine, innocent purchase? Or, could it be a sign of something more sinister on the horizon? At this point, your guess is as good as mine but of course I’m going to hope that it is completely innocuous.

    Target practice? LOL. You don’t use hollow points for target practice. Unless you consider people or animals, ‘target practice’.

    They know that it is going to be hard to defeat the 2nd Amendment, so why not buy up all the ammunition so the population can’t get any in the most popular military calibers.
